  1. Pierwszym w Polsce organem publicznym związanym ze sportem była Naczelna Rada Wychowania Fizycznego i Przysposobienia Wojskowego, utworzona przy Ministerstwie Wyznań Religijnych i Oświecenia Publicznego rozporządzeniem Rady Ministrów z 25 kwietnia 1925[9].

Kierownictwo ministerstwa

Wnioski należy przygotować wyłącznie za pośrednictwem elektronicznego systemu obsługi ofert i wniosków Ministerstwa Sportu i Turystyki AMODIT. Wniosek wraz z załącznikami musi być sporządzona wyłącznie na formularzach zamieszczonych w systemie elektronicznym AMODIT. Wypełnione formularze należy przesłać drogą elektroniczną w systemie AMODIT. Składane wnioski muszą przewidywać FX GARANT broker Forex (centrum transakcji) w realizacji planowanego zadania udział finansowych środków własnych lub środków finansowych pochodzących z innych źródeł w wysokości nie mniejszej niż 5% całości kosztów zadania. W 1978 z zakresu działań Komitetu wyłączono turystykę, a w jej miejsce wpisano sport. GKKFiT podzielony został na Główny Komitet Kultury Fizycznej i Sportu (z Renkem jako przewodniczącym) oraz na Główny Komitet Turystyki. W 1985 obie struktury ponownie połączono w Główny Komitet Kultury Obawy inflacyjne do zwiększenia złota i dolara amerykańskiego Fizycznej i Turystyki, którym do 1987 kierował Kapitan. W latach 1987–1991 urząd funkcjonował pod szyldem Komitetu do Spraw Młodzieży i Kultury Fizycznej, a przewodniczył mu Aleksander Kwaśniewski (w latach 1985–1989 równolegle pełnił urząd ministra-członka Rady Ministrów).

Nabór na dofinansowanie w 2024 roku zadań z zakresu Programu Wsparcia i Rozwoju Lig Amatorskich

Celem programu „Sportowa Polska – Program rozwoju lokalnej infrastruktury sportowej”, jest wsparcie realizacji zadań inwestycyjnych dotyczących obiektów sportowych na terenie całego kraju. O przyznanie dofinansowania na zadania realizowane w ramach naboru mogą ubiegać się organizacje pozarządowe, powołane do realizacji w ramach swej Tom Berovik podstawowej działalności statutowej zadań w zakresie upowszechniania sportu i kultury fizycznej tj. Do głównych zadań ministra należy upowszechnianie sportu i promowanie aktywności fizycznej, a także tworzenie warunków dla rozwoju sportu powszechnego, sportu wyczynowego, sportu młodzieżowego i sportu osób z niepełnosprawnościami.

Jej pierwszym prezesem został Giersz (pełnił tę funkcję do końca roku), którego w styczniu 2003 zastąpił Andrzej Kraśnicki[23]. W tej grupie wsparcie finansowe będą mogły otrzymać zadania dotyczące przebudowy lub remontu już istniejącej infrastruktury sportowej. Obiekty dofinansowywane w tej grupie zadań, dedykowane są w szczególności klubom sportowym, mogącym poszczycić się wymiernymi sukcesami sportowymi, jak i również tym, dla których zrealizowanie zadania inwestycyjnego będzie silnym bodźcem do rozwoju obecnej działalności. 21 listopada 2019 (z mocą od 15 listopada 2019) weszło w życie rozporządzenie Rady Ministrów z 19 listopada 2019, zgodnie z którym ponownie utworzono Ministerstwo Sportu[29], natomiast dział turystyka oraz pracowników obsługujących sprawy tego działu włączono w struktury Ministerstwa Rozwoju[30]. 1 marca 2021 weszło w życie rozporządzenie Rady Ministrów z 10 lutego 2021 r. W sprawie zniesienia Ministerstwa Sportu[31], tego samego dnia jego zadania przejęło nowo utworzone Ministerstwo Kultury, Dziedzictwa Narodowego i Sportu[32].

W latach 2005–2007 oraz 2019–2021 resort (w związku z wyłączeniem z niego działu turystyka) funkcjonował pod nazwą Ministerstwo Sportu, zaś w 2021 został na kilka miesięcy połączony z resortem kultury. W przypadku organizacji, która powstała w 2023 lub 2024 roku należy dołączyć wyciągz ewidencji potwierdzający datę rejestracji oraz oświadczenie, że z uwagi na to, nie posiadają sprawozdań za 2022 rok. Wnioski składane w ramach niniejszego naboru mogą dotyczyć wyłącznie projektów zadań publicznych w ramach obszarów wymienionych w pkt. Oceny i wyboru wniosków dokonuje Departament Sportu dla Wszystkich poprzez powołaną przez Ministra Komisję oceniającą, która przedstawia propozycje dofinansowania do akceptacji Ministra Sportu i Turystyki.

Dofinansowaniem mogą zostać objęte obiekty ogólnodostępne, umożliwiające masowe uprawianie sportu. Z uwagi na ogólny charakter Programu, rodzaje zadań inwestycyjnych, o dofinansowanie których można starać się w ramach niniejszego Programu, zostały podzielone na trzy grupy. W przypadku wniosków dotyczących projektu obejmującego kilka zadań jednostkowych, składających się na jedno duże zadanie, należy sporządzić załączniki nr 2 jednostkowe do każdego zadania jednostkowego oraz jeden załącznik nr 2 zbiorczy, zadania jednostkowe należy również uwzględnić w załączniku nr 1.

Datą złożenia wniosku jest data wysłania elektronicznego w systemie AMODIT (data nie może wykraczać poza termin składania wniosków). Szczegółowe warunki realizacji, finansowania i rozliczania zadania reguluje umowa zawarta pomiędzy Ministrem Sportu i Turystyki a Zleceniobiorcą. Skan danego dokumentu powinien być zapisany w jednym pliku w formacie .pdf lub .jpg i odpowiednio nazwany, np. KRS, wyciąg z ewidencji, statut, sprawozdanie merytoryczne, sprawozdanie finansowe.

26 października 2021 przywrócono samodzielny resort ds. Tego dnia Prezydent Andrzej Duda powołał Kamila Bortniczuka na urząd ministra sportu i turystyki[33], a także weszło w życie rozporządzenie Rady Ministrów z 25 października 2021 w sprawie utworzenia Ministerstwa Sportu (wyodrębnionego z dotychczasowego Ministerstwa Kultury, Dziedzictwa Narodowego i Sportu)[34]. W październiku 2001 rozwiązywanie zagadnień z zakresu kultury fizycznej w społeczeństwie przeniesiono do Ministerstwa Edukacji Narodowej i Sportu pod kierownictwem Krystyny Łybackiej[21]. W rzeczywistości jednak władztwo nad sportem, zwłaszcza wyczynowym, przejęła utworzona 1 lipca 2002 Polska Konfederacja Sportu[22].

Od grudnia 1949 centralnym organem administracji państwowej ds. Sportu był Główny Komitet Kultury Fizycznej, zajmujący się kulturą fizyczną i sportem, a od kwietnia 1954 również turystyką (w związku z przejęciem nadzoru nad istniejącym od 1952 Komitetem do Spraw Turystyki[13]). Na czele GKKF stali kolejno Lucjan Motyka (w latach 1949–1950 jako dyrektor, w latach 1950–1951 jako przewodniczący), Józef Faruga (1951–1952) i Włodzimierz Reczek (1952–1960)[14]. Nadzorowany przez Prezesa Rady Ministrów GKKF w 1960 został przemianowany na Główny Komitet Kultury Fizycznej i Turystyki (przewodzili mu w latach 1960–1973 Reczek i w latach 1973–1978 Bolesław Kapitan). Wnioskodawca może ubiegać się o dofinansowanie ze środków Ministerstwa Sportui Turystyki wyłącznie zadań o których mowa w DZIALE V Programu Wsparcia i Rozwoju Lig Amatorskich, których termin realizacji nie wykracza poza 31 grudnia 2024 roku.
